"Managing Next Generation Convergence Networks and Services"

The 9th IEEE/IFIP Network Operations and Management Symposium (NOMS 2004) will be held 19-23 April, 2004 in COEX Convention Center, Seoul, Korea. NOMS 2004 will present the latest approaches and technical solutions in the area of network operations and management. Held in the even-numbered years since 1988, NOMS 2004 continues the established tradition of NOMS and IM as the primary forum for technical exchange of research, standards, development, systems integrator, service providers, and user communities. An exciting, peer-reviewed program of technical sessions, application sessions, panels, tutorials, posters, and vendor exhibits will address the ever-increasing interest in overall management solutions for all types of communications and computing networks, systems, services and enterprise applications.

The symposium is sponsored by the IEEE Communications Society Technical Committee on Network Operations and Management (CNOM), and by the International Federation for Information Processing (IFIP) Working Group 6.6 on Management of Networks and Distributed Systems.

The concept of network convergence has recently emerged as a new attempt for the merging of telephony and data networks into a single, multi-service network exploiting the ubiquity of the Internet. For this increasingly attractive business model, in both wired and wireless domains, strategic research is required to devise the best integration architectures, operations and management solutions. This creates a unique opportunity for the network operations and management community to respond to the ever-increasing demand for network resilience, security, quality-of-service and mobility management at unprecedented scales. NOMS 2004 provides the forum for discussing these research challenges and many others inherent to the integrated management of next generation converged networks and services.

NOMS 2004 will broaden the scope of previous NOMS by expanding its program to include a broader set of topics ranging from network operations and management to network planning, service engineering and business processes for network and service management. Special attention will be given to experiences that emphasize lessons learned and reports on practice from industry.

The NOMS 2004 program consists of three distinct sessions: technical, application, and panels. Technical sessions present the papers on the latest research results in the network operations and management area. Application sessions present the papers focusing on the experience of IT/telecommunications industries (service providers, OSS/equipment vendors, etc.) and customers based on their system implementation and business practice in the operations and management. Panel sessions focus on business implications, market trends of cutting edge technologies, and applications with the panelists consisting of technology experts and business executives. In addition, NOMS 2004 will feature tutorials, posters, birds-of-a-feather sessions, and vendor exhibitions.

TECHNICAL SESSION PAPER SUBMISSION INSTRUCTIONS

Papers should be written in English and should not exceed 5000 words (approximately 20 double-spaced pages). The cover page should indicate whether it is a research or an experience paper. It should include paper title, abstract, list of keywords indicating the paper's topic area (preferably from the above list), author's full names, affiliations and complete addresses, telephone numbers and electronic mail addresses.

All paper submissions will be carefully reviewed by at least three experts and returned to the author(s) with comments to ensure the high quality of the accepted papers. The authors of accepted papers will receive suggested modifications early enough in the process to revise their papers. The session chairs will review the revised papers before they are accepted for publication. Final papers arriving too late will be removed from the program. The authors of accepted papers must guarantee that their paper will be presented at the symposium. Electronic submission via the NOMS 2004 Web page (www.noms2004.org) is mandatory. Authors are requested to submit their papers in PDF format.

APPLICATION SESSION PAPER SUBMISSION INSTRUCTIONS

Papers should be written in English and prepared in the old NOMS paper format (i.e., the current APNOMS paper format). The paper format should have a visual in the upper half of a page and the explanatory text in the lower half. Paper submissions should consist of no more than 15 visuals with explanatory text accompanying each one. POSTER, BOF, TUTORIAL, PANEL PROPOSAL SUBMISSION INSTRUCTIONS

In addition to the regular presentation sessions, the symposium also offers poster sessions for more informal interactions and presenting work in progress. Extended abstracts can be submitted for consideration as poster presentations. Posters will be selected from these extended abstracts and regular papers.  PATRON & EXHIBITION PROGRAM

The symposium offers organizations and vendors the opportunity to demonstrate their products and services to the symposium participants: leaders and innovators in network, systems and applications management from around the World. Various levels of patron sponsorships are available. Symposium Patrons may present their products and services in our Vendor Showcase. The vendor showcase will be open during the three days of the symposium, in parallel with other sessions.

The cost of sponsorship is being kept at a modest level to encourage broad participation and demonstration of innovative technologies. In addition, organizations and vendors are encouraged to sponsor special events and activities e.g., lunches, Internet café or offer special gifts to the participants with their company material and logo.

 STUDENT TRAVEL GRANTS

A limited number of Student Travel Grants are available to those student authors who will be presenting papers and are unable to obtain funding to attend the symposium. Requests for Student Travel Grants should be addressed to the Program Co-Chairs.
 

 AWARDS

There will be a Best Paper Award for the best-submitted paper and a Best Student Paper Award for the best paper written by a student. A Best Newcomer Award will be given to the best submission written solely by authors who have never published in earlier NOMS or IM proceedings. Potential candidates for awards will be identified during the normal review process. A special independent Awards Committee will be formed to evaluate the candidate papers together with their presentations and to select the award winners. The Awards Committee has the right to give all awards to the same paper, not to give an award, or to split an award among several papers.
